Appropriates $400,000 to the University of Arkansas at Little Rock for construction, equipping, operations, and maintenance of the UALR Innovation Center, payable from the General Improvement Fund.

Authorizes UALR to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the full project costs.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of funds.

Restricts use of existing maintenance and operations appropriations from being diverted to fund this project.

Declares an emergency effective date of July 1, 2015 to ensure immediate funding availability for agency operations.
