Appropriates $185,000 to the Department of Higher Education from the General Improvement Fund for scholarships at Historically Black Colleges and Universities (HBCUs)

Funds cover scholarship grants and personal services and operating expenses for outreach programs to promote awareness of HBCU scholarships

Appropriations are not restricted by requirements applicable to other currently administered programs, and new rules and regulations may be adopted to carry out the intent of the General Assembly

Requires strict compliance with state purchasing, accounting, budgeting, and fiscal control laws in disbursement of funds, unless specifically provided otherwise by law

Declares an emergency effective date of July 1, 2015, to ensure essential governmental program operations are not disrupted
