Appropriates $500,000 to the Arkansas Economic Development Commission for grants to cities, counties, planning and development districts, and other eligible entities for land acquisition, improvements, construction, renovation, equipment purchases, industrial site development, intermodal facilities, rail spur construction, road and highway improvements, environmental mitigation projects, and water and sewer systems.

Appropriates $100,000 for grants to cities for land acquisition, construction, renovation, equipment, maintenance and operating expenses for Information Technology Centers.

Funds are payable from the General Improvement Fund and may be supplemented with grants, donations, federal funds, and agency cash income without restricting other agency maintenance and operations funding.

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations unless specifically exempted by law.

Effective July 1, 2015 with emergency clause, as the one-year appropriation cycle is constitutionally mandated and delay could harm agency operations.
