Amends Arkansas Code Title 19, Chapter 10, Subchapter 2 to require the Arkansas State Claims Commission to provide specific findings of fact and conclusions of law when dismissing a claim or issuing a final adjudication on the merits.

Prohibits the commission from merely citing a party's motion or argument without explaining with particularity why that motion or argument is determinative to the claim's outcome.

Requires the commission to cite the applicable rule of civil procedure, rule of evidence, statute, or controlling appellate court decision when basing its decision on such authority.

Prevents the General Assembly from accepting a claim on appeal if its final adjudication findings and conclusions fail to comply with these requirements, and mandates the claim be returned to the commission for reconsideration until requirements are met.

Exempts claims filed by persons who are inmates of the Department of Correction from these requirements.
