Licensed teachers, long-term substitute teachers, and retired teachers acting as substitute teachers may serve as proctors during test or assessment administration under the Arkansas Comprehensive Testing, Assessment, and Accountability Program if they receive required training from the state board, commissioner, or Department of Education.

The state board is prohibited from adopting any statewide test or assessment that prohibits the use of licensed teachers, including long-term substitute teachers and retired teachers acting as substitute teachers, to serve as proctors.

"Long-term substitute teacher" is defined as an individual holding a valid teaching license who does not have a full-time contract with a school district.
