Adds "community net-metering facility" definition for facilities owned by or serving two or more net-metering customers residing in a single community served by one electric utility.

Redefines net-metering facility capacity limits from fixed kilowatt amounts (25 kW residential, 300 kW other) to 120% of the net-metering customer's electricity requirements.

Requires electric utilities to allow both individual net-metering facilities and community net-metering facilities to be interconnected using standard meters capable of bidirectional electricity flow.

Authorizes the Arkansas Public Service Commission to increase peak limits for individual or community net-metering facilities if doing so provides distribution system, environmental, or public policy benefits.

Clarifies that a "community" must be within a city of the first class, second class, or unincorporated town, within a single utility's service territory and load zone, and recognized by residents as a unique community of interests.
