Appropriates $500,000 to the Department of Human Services - Division of Behavioral Health for grants to Alcohol and Substance Abuse Treatment Programs, including personal services, operating expenses, construction, improvements, equipment, renovation and maintenance.

Appropriates $500,000 for grants to Mental Health Services Treatment Programs for the same eligible expense categories.

Allows the receiving institutions and agencies to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Effective July 1, 2015, with emergency clause declaring the appropriation essential to agency operations; approved March 29, 2015.
