Appropriates $500,000 to the Department of Human Services - Division of Aging and Adult Services for grants supporting construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance of Senior Citizen Centers.

Appropriates $500,000 for grants to provide community-based senior services including congregate and home-delivered meals, client representation, information and assistance, socialization, adult day care, and transportation.

Authorizes agencies to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Establishes effective date of July 1, 2015 as an emergency measure necessary for agency operations and essential governmental programs.
