Appropriates $500,000 from the General Improvement Fund to the Department of Human Services - Division of Developmental Disabilities Services for grants to community programs serving developmentally disabled individuals.

Authorized funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses for community programs.

Permits recipient institutions and agencies to accept and use grants, donations, and Federal funds to supplement state appropriations for project financing.

Requires strict compliance with state purchasing laws, accounting procedures, budgeting laws, revenue stabilization laws, and fiscal control regulations in fund disbursement.

Effective July 1, 2015, with emergency clause declaring immediate implementation necessary for agency operations and essential governmental programs.
