Appropriates $1,500,000 for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources for an Information Technology Center and Student Center at Ozarka College.

Appropriates $750,000 for a Health and Fitness Center and $500,000 for a Fulton County Education Center with similar project categories.

Appropriates $100,000 for construction, renovation, paving, lighting, and library resources at the Mammoth Spring campus, plus $200,000 for deferred maintenance and $172,650 for equipment and library holdings repair or replacement.

Total appropriation of $3,122,650 payable from the General Improvement Fund, with funds available for supplementation through grants, donations, Federal funds, and unobligated cash income.

Establishes that funds must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other fiscal control laws, with emergency effective date of July 1, 2015.
