Appropriates $3,682,075 from the General Improvement Fund to Black River Technical College for six specific improvement projects.

Allocates $500,000 for energy efficient lighting upgrades, $85,000 for HVAC mechanical upgrades in the Administration Building, and $2,165,000 for expansion of the Paragould Campus Building.

Provides $350,000 for deferred maintenance, $282,075 for repair or replacement of equipment and library holdings, and $300,000 for construction of a training skid pad for the Law Enforcement Training Academy (LETA).

Authorizes the college to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the full costs of projects.

Takes effect July 1, 2015 with an emergency clause declaring immediate implementation necessary for agency operations.
