Establishes a maximum of 3 regular employees for the Arkansas Fire Protection Licensing Board for fiscal year 2015-2016: one Director (Grade C115), one Inspector/Investigator (Grade C113), and one Administrative Specialist II (Grade C109).

Appropriates $212,401 from the Fire Protection Licensing Fund for the Board's fiscal year 2015-2016, including $88,794 for regular salaries and $34,033 for personal services matching.

Allocates $89,574 for maintenance and general operations, comprised of $85,274 for operating expenses, $3,300 for conferences and travel, and $1,000 for professional fees.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, and other fiscal control laws.

Takes effect July 1, 2015 as an emergency measure to ensure continuity of agency operations.
