Appropriates $1,000,000 from the General Improvement Fund to the Department of Finance and Administration - Disbursing Officer for grants to Arkansas Children's Hospital.

Grant funds may be used for personal services, operating expenses, construction, renovation, equipment, furnishings, and maintenance.

Allows Arkansas Children's Hospital to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance projects.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws during fund disbursement.

Takes effect July 1, 2015 under emergency clause due to constitutional requirement that appropriations only cover one-year periods.
