Appropriates $2,000,000 to the Department of Arkansas Heritage for grants to maritime museums for personal services, operating expenses, maintenance, construction, repairs, and equipment purchases.

Allows the Department of Arkansas Heritage to adopt new rules and regulations to implement the appropriations without restriction by requirements applicable to other programs.

Permits recipient institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization law, and fiscal control regulations when disbursing funds.

Effective July 1, 2015, declared an emergency to ensure immediate operation of the agency and prevent harm to essential governmental programs.
