Appropriates $2,000,000 to North Arkansas College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and library resources.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the college to accept grants, donations, federal funds, and use unobligated cash to supplement state funding.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares the act effective July 1, 2015 as an emergency measure necessary for essential governmental operations.
