Creates the Arkansas Unpaved Roads Program to provide grants to counties for unpaved road projects focused on reducing erosion and sedimentation using best management practices.

Requires counties to contribute at least 50% of project costs through private donations or in-kind goods and services, with the Department of Rural Services providing grants for up to 50% of estimated total costs.

Establishes the Arkansas Unpaved Roads Program Fund consisting of grants from persons and agencies, private donations, and carried-forward balances to be used for awarding grants to counties.

Prioritizes projects located in watersheds with threatened/endangered species, impaired water bodies, drinking water sources, interstate water bodies, or agricultural/forestry land uses.

Requires counties to complete approved projects within one year, comply with department standards, maintain records for three years, and allow Department of Rural Services inspection; projects must not involve paving or sealing of roads.
