Department of Correction may contract with regional correctional facilities, counties, and other entities to house inmates, subject to Governor approval.

All facilities used under this authority must comply with constitutional standards of the United States and the State of Arkansas.

Counties may contract for construction, operation, or both with another entity to house Department of Correction inmates for a period not exceeding 20 years.

Board of Correction or Department of Correction must promulgate rules implementing the act and submit them to the appropriate legislative committee by October 1, 2015.

Emergency clause declares the act immediately necessary due to serious prison overcrowding in Arkansas and becomes effective upon Governor approval, expiration of veto period, or veto override.
