Appropriates $3,000,000 from the General Improvement Fund to the Department of Education for a Teach for America grant to provide training and support for Arkansas teachers statewide.

Appropriates $1,000,000 from the General Improvement Fund to support the Arkansas Academic Roadmap through personal services and operating expenses.

Allows the Department to accept and use federal funds, grants, donations, and unobligated cash income to supplement state funds for these projects.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of funds.

Effective July 1, 2015, with emergency clause declared due to constitutional restrictions on appropriations exceeding one-year periods.
