Amends Item (F) of Section 8 of Act 117 of 2015 to expand the use of $215,000 in appropriated funds to include planning and development grants for the Southeast Arkansas Economic Development District, Inc., in addition to grants for health-related facilities and hospitals.

Authorizes funding for construction, land acquisition, improvements, renovation, maintenance, equipment acquisition, and technology upgrades at health-related facilities or hospitals, or alternatively for planning and development grants for the Southeast Arkansas Economic Development District, Inc.

Clarifies that authorized funding from Acts 1518 and 1519 of 2013 shall be deemed to include planning and development grants for the Southeast Arkansas Economic Development District, Inc.

Declares an emergency effective July 1, 2015, citing the constitutional restriction on appropriations to one-year periods and the essential need for immediate operation of the affected agency.
