Appropriates $250,000 to the University of Arkansas from the General Improvement Fund for the Partners for Inclusive Communities program at U of A - Fayetteville

Funds may be used for personal services, operating expenses, construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources

Authorizes the University to supplement state funds with grants, donations, and federal funds to finance project costs

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations

Act becomes effective July 1, 2015, with emergency clause declared due to constitutional restrictions on multi-year appropriations
