Appropriates $250,000 to the Northwest Technical Institute from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources

Allows the institute to supplement state funds with grants, donations, and federal funds, but prohibits using appropriated maintenance and operations funds for these purposes

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations

Directs that funds be used in accordance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative council minutes

Declares an emergency effective July 1, 2015, citing the constitutional one-year appropriation limit and the need for immediate funding to maintain essential government operations
