Appropriates $1,000,000 from the General Improvement Fund to the Department of Human Services - Division of Administrative Services for a grant administered by Save the Children.

Grant funds statewide after school literacy, nutrition, home visiting, and early childhood programs for low-income, at-risk children.

Authorizes institutions and agencies to accept and use grants, donations, and Federal funds to supplement state appropriations for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and fiscal control regulations.

Effective July 1, 2015, with emergency clause declaring immediate implementation essential to agency operations and public health and safety.
