Amends Arkansas Code § 6-22-104 to require school districts with registered volunteer programs to develop meaningful opportunities, provide written job descriptions, recognize exceptional volunteers, and support the State and Local Government Volunteers Act.

Adds requirement that registered volunteers in athletic programs for grades 7-12 must meet the Arkansas Activities Association (AAA) Coaches Education Program requirements.

Establishes that volunteers and registered volunteers must be at least 22 years of age and cannot be school board members or spouses of board members.

Prohibits volunteers and registered volunteers from receiving payment for their services.

Allows volunteers and registered volunteers to serve as head coaches in all varsity junior and senior high sports administered by the Arkansas Activities Association except football, basketball, and track and field.
