Authorizes the Commissioner of Motor Vehicles to prepare and deliver certified copies of office records for $1.00 per document and noncertified electronic copies for $20.50 to $30.00 per 1,000 records.

Requires parties requesting noncertified electronic records to execute a written agreement with the Department of Finance and Administration acknowledging compliance with state and federal limits on record use.

Requires requesters of electronic records to hold harmless and indemnify the Department of Finance and Administration for damages, fines, penalties, and court costs arising from any unauthorized disclosure of motor vehicle information.

Restricts use of aggregated motor vehicle registration information to safety recall programs, federal and state agency programs, research and statistics (with unpublished individual identities), and purposes authorized by the Driver's Privacy Protection Act of 1994.

Directs all fees collected from certified documents and electronic records to the State Central Services Fund for the Revenue Division of the Department of Finance and Administration.
