Repeals Acts 1997, No. 1057 and creates the Department of Arkansas State Police Headquarters Facilities and Equipment Financing Act to update financing mechanisms for state police facilities and equipment

Authorizes the Arkansas State Police Commission to acquire, construct, and maintain headquarters facilities and communication/information technology equipment through various financing methods including tax-exempt revenue bonds

Pledges driver license fees generated under Arkansas Code §§ 27-16-801(a) and 27-23-118(a)(3) as dedicated revenue sources to secure debt service payments and finance police department operations

Creates the Department of Arkansas State Police Financing Fund as a restricted cash fund to receive pledged revenues, with excess funds after debt service payments deposited to the state treasury for departmental operations

Establishes a 20-year sunset provision for the subchapter and declares an emergency effective date upon gubernatorial approval to enable immediate funding for vital police department services
