Appropriates $3,500,000 from the General Improvement Fund to the Department of Higher Education for a grant to a work college that is part of the Work Colleges Consortium as defined by U.S.C. Title 42, Section 2756b.

Authorized uses of funds include personal services, operating expenses, scholarships, research, education coursework, math and science coursework, athletic programs, land and equipment acquisition, infrastructure costs, construction, improvements, landscaping, renovation, dorm renovation, major maintenance, and building of roads and/or parking lots.

Funds may be supplemented with grants, donations, federal funds, and unobligated cash income, but existing Maintenance and General Operations appropriations cannot be used for these purposes.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically exempted by law.

Declares an emergency effective date of July 1, 2015 to ensure the appropriations can support agency operations without delay.
