Appropriates $5,000,000 from the General Improvement Fund to the Department of Education - Division of Public School Academic Facilities and Transportation for grants and aid to open-enrollment public charter schools through the Open-Enrollment Public Charter School Facilities Funding Aid Program

Authorizes the Department of Education to adopt new rules and regulations to carry out the intent of the appropriation without restrictions applicable to other programs

Permits recipient institutions to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance project costs

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws when disbursing funds

Declares an emergency effective July 1, 2015, to ensure immediate funding availability for agency operations; approved March 29, 2015
