Appropriates $1,000,000 to Northwest Arkansas Community College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Allows the college to supplement state appropriations with grants, donations, federal funds, and unobligated cash income to finance project costs.

Prohibits use of existing Maintenance and General Operations funds for purposes covered by this appropriation.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2015, citing the constitutional one-year appropriation limit and necessity for immediate agency operations.
