Appropriates $15,000,000 from the General Improvement Fund to the Department of Health - Athletic Commission for grants to Boys and Girls Clubs statewide.

Grants may be used for construction, renovation, maintenance, purchase of equipment, personal services, and operating expenses for Boys and Girls Clubs.

Appropriations are exempt from restrictions applicable to other programs currently administered by the department, though new rules and regulations may be adopted to carry out legislative intent.

Contracts and obligations cannot exceed State Treasury funds actually available, but agencies may accept grants, donations, federal funds, and use unobligated cash to supplement state funding.

Act becomes effective July 1, 2015, with an emergency clause declaring immediate effectiveness necessary for essential governmental operations.
