Appropriates $1,000,000 to the Department of Human Services - Division of Administrative Services for a grant to Save the Children for statewide after school literacy, nutrition, home visiting, and early childhood programs serving low-income, at-risk children.

Requires the Chief Fiscal Officer to transfer up to $1,000,000 from the State Insurance Department Trust Fund to the General Improvement Fund to fund the appropriation.

Exempts the appropriation from restrictions applicable to other programs and permits the adoption of new rules and regulations to carry out the intent of the appropriation.

Requires compliance with state purchasing, accounting, budgetary procedures, and fiscal control laws unless otherwise specified, and permits supplementation with grants, donations, and federal funds.

Takes effect July 1, 2015 as an emergency measure deemed essential to agency operations.
