Appropriates $250,000 from the General Improvement Fund to the University of Arkansas for U of A Fayetteville Partners for Inclusive Communities Autism Awareness Supporting Grants.

Allows the university to accept and use grants, donations, and Federal funds to supplement state treasury funds for project financing.

Prohibits use of General Assembly appropriations for Maintenance and General Operations to fund purposes authorized in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations unless otherwise specified by law.

Establishes July 1, 2015 as the effective date and declares an emergency to preserve the public peace, health, and safety.
