Appropriates $500,000 from the General Improvement Fund to the Department of Human Services - Division of Aging and Adult Services for grants to Area Agencies on Aging.

Grant funds may be used for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance of Senior Citizen Centers.

Allows institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and other applicable fiscal control regulations.

Establishes July 1, 2015 as the effective date and declares an emergency clause to ensure immediate implementation.
