Appropriates $1,000,000 to the University of Arkansas at Monticello from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Permits the university to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance the full costs of projects.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.

Prohibits use of appropriations for Maintenance and General Operations funding otherwise provided by the General Assembly.

Effective July 1, 2015, with an emergency clause declaring the Act essential to agency operations.
