Appropriates $1,000,000 from the General Improvement Fund to transfer to the Red River Waterways Project Trust Fund for costs associated with the Red River Waterway project.

Appropriates an additional $1,000,000 from the Red River Waterways Project Trust Fund to the Arkansas Natural Resources Commission for Red River Waterway project costs.

Authorizes the commission to accept and use grants, donations, and Federal funds to supplement state appropriations for the project.

Requires compliance with state purchasing laws, accounting procedures, and fiscal control laws in disbursement of funds unless specifically exempted by law.

Declares an emergency effective July 1, 2015, necessary for agency operations and essential governmental programs.
