Appropriates $100,000 to the University of Arkansas for Medical Sciences from the General Improvement Fund for matching funds for the Adult Sickle Cell Clinical Network.

Institutions may accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Prohibits use of existing Maintenance and General Operations appropriations for purposes specified in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2015, citing constitutional restrictions on appropriations limited to one-year periods and the need for immediate agency operations.
