Appropriates $1,500,000 from the General Improvement Fund to the Arkansas Waterways Commission for personal services, operating expenses, construction, and project expenses for the "Three Rivers Study" at the confluence of the Arkansas, Mississippi, and White Rivers.

Allows the Commission to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Prohibits using existing Maintenance and General Operations appropriations for purposes funded by this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective date of July 1, 2015 to ensure continuation of agency operations and prevent irreparable harm to essential governmental programs.
