Amends Arkansas Code § 23-3-103 to clarify that the Arkansas Public Service Commission regulates public utilities' issuance of stocks, bonds, notes, and other evidence of indebtedness.

Adds new subsection (b) to § 23-3-103 exempting regional transmission organizations from state commission authorization if their debt is authorized by the Federal Energy Regulatory Commission and does not create liens on Arkansas property.

Adds new subsection (d) to Arkansas Code § 23-3-104 with identical exemption for regional transmission organizations under Federal Energy Regulatory Commission jurisdiction when debt does not create liens on state property.

Eliminates state commission authorization requirements for debt of regional transmission organizations that meets federal authorization and creates no state property liens.
