Appropriates $300,000 to the University of Arkansas - Fort Smith from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Institutions may supplement state funds with grants, donations, federal funds, and unobligated cash income, but existing maintenance and general operations funding cannot be diverted for these purposes.

All disbursements must comply with state purchasing law, accounting and budgetary procedures law, revenue stabilization law, and Department of Finance and Administration regulations unless otherwise specified by law.

Funds must be used in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative council or joint budget committee minutes.

Act becomes effective July 1, 2015 with emergency clause declaration due to constitutional one-year appropriation limits.
