Establishes maximum of 249 regular employees for the Auditor of State - Deputy Prosecuting Attorneys for fiscal year 2015-2016, including 15 part-time attorneys at $80,779, 8 part-time attorneys at $66,931, and 55 part-time attorneys at $55,720, plus senior and special prosecutors at various grade levels.

Appropriates $20,315,575 from the State Central Services Fund for regular salaries ($15,567,141), personal services matching ($4,743,634), and special deputy expense allowance ($4,800).

Appropriates $182,036 from the General Improvement Fund for regular salaries ($142,216) and personal services matching ($39,820).

Authorizes elected prosecuting attorneys through the Prosecution Coordination Commission to request special rates of pay for current and new deputy prosecuting attorneys in classifications C128, C129, and C130.

Takes effect July 1, 2015, with an emergency clause declaring the act essential to agency operations; all disbursements must comply with state procurement, accounting, and fiscal control laws.
