Appropriates $1,000,000 to the University of Arkansas - UA System from the General Improvement Fund for technology upgrades and equipment expenses.

Allows the University to supplement state funds with grants, donations, Federal funds, and unobligated cash income to cover total project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Prohibits use of appropriated funds for Maintenance and General Operations purposes already funded by the General Assembly.

Declares emergency effective July 1, 2015, citing Constitutional restrictions on appropriations exceeding one year and the need for immediate operational continuity.
