Appropriates $500,000 to the Department of Higher Education from the General Improvement Fund for grants to support workforce training and development in Arkansas.

Grant funds are designated for training incentives to help Arkansas establishments upgrade skills of existing workers or develop new workforce capacity.

Grants are intended to build training capacity within Arkansas to meet ongoing company needs and increase participation in school-to-work initiatives.

Appropriations are not restricted by requirements applicable to other programs currently administered by the department, and new rules and regulations may be adopted to implement the act.

Act takes effect July 1, 2015, with an emergency clause declaring immediate effectiveness necessary for essential governmental operations.
