Appropriates $100,000 to the Secretary of State from the General Improvement Fund for operating expenses, professional fees, and services related to computer upgrades and development of the On-Line Campaign Finance Reporting System.

Restricts contract awards and obligations to the amount of State Treasury funds actually available, but allows the Secretary of State to accept grants, donations, and Federal funds to supplement the appropriation.

Requires strict compliance with Arkansas State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency clause to make the act effective July 1, 2015, stating that the Constitution limits appropriations to one-year periods and delay in effectiveness could harm agency operations.
