Appropriates $50,000 to the University of Arkansas for Medical Sciences for UAMS Regional Program - West, payable from the General Improvement Fund.

Funds are designated for personal services, maintenance and general operations, information technology equipment and software, research, and patient care and support expenses.

Institutions may accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws.

Effective date of July 1, 2015 is declared an emergency to ensure continued agency operations and essential governmental programs.
