Appropriates $100,000 from the General Improvement Fund to the Department of Human Services, Division of Developmental Disabilities Services for grants to licensed nonprofit community programs.

Grants shall fund hardware, software, specialized consulting services, and information technology system upgrades to develop electronic health records and telehealth capabilities for children and adults with developmental disabilities.

Allows agencies to supplement state funds with federal grants, donations, and unobligated cash income to cover full project costs without diverting existing maintenance and general operations funds.

Requires strict compliance with state purchasing, accounting, budgeting, and fiscal control laws in disbursement of funds unless specifically exempted by law.

Effective July 1, 2015, with emergency clause to ensure immediate implementation for proper agency operation and provision of essential governmental programs.
