AR SB681

Modifies Arkansas Code § 6-11-102(c)(1) to allow a deputy commissioner who meets specified requirements to serve as Commissioner of Education without meeting all standard qualifications.

Requires the Commissioner of Education (unless a qualifying deputy commissioner is selected) to hold a master's degree from an accredited institution, have 10 years of teaching experience (with at least 5 years in administrative or supervisory roles), and hold a valid state teacher's license.

Maintains the requirement that the person selected must be of good moral character, recognized as a leader in education, and qualified technically and by experience to direct the department.

Declares an emergency clause, finding that the Commissioner of Education is critical to public education success and that qualification requirements must be updated to align with modern education systems.

Became effective on March 18, 2015 upon gubernatorial approval.
