Appropriates $1,100,000 to the Department of Information Systems from the General Improvement Fund for information technology security updates to protect Arkansas's wide area network through the Arkansas State Cyber Security Office.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, and Federal funds to finance the full project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of appropriated funds.

Establishes that funds must be used in compliance with stated reasons for appropriation as documented in budget manuals, letters, and official legislative minutes.

Declares an emergency effective July 1, 2015, citing the constitutional limitation on one-year appropriations and the essential need for immediate network security funding.
