Adds three new enumerated general revenues to Arkansas Code Title 19, Chapter 6, Subchapter 2: tobacco product manufacturer civil penalties, tobacco product sale and stamping civil penalties, and permit fees, label fees, penalties, and fines from the Direct Shipment of Vinous Liquor Act

Amends the Department of Arkansas State Police Fund to add federal reimbursements received for eligible expenditures by the various programs of the department as a funding source

Adds new subsection to the Domestic Peace Fund to include moneys collected under § 17-19-301(d)(1)(F)(ii) and renumbers subsequent provisions accordingly

Declares an emergency due to changes in state revenue laws since the Revenue Classification Law's passage, making the act effective July 1, 2015 to align with appropriations enacted by the 90th General Assembly
