Creates the "90th Session Projects Account" within the General Improvement Fund to finance various state construction projects and programs through the 90th General Assembly.

Establishes a "Shared Mandatory Obligations Set-Aside" of $203,398,010 for critical obligations including Department of Correction debt service ($13,000,000), Arkansas Medicaid grants ($90,000,000), and educational facilities partnerships ($40,000,000).

Allocates $20,000,000 each to Legislative Division and Executive Discretionary Division for projects, with additional funds distributed to Rainy Day Set-Aside (up to $50,000,000) and Economic Development Set-Aside (up to $30,000,000).

Funds hundreds of specific projects across state agencies and institutions including higher education ($15,000,000+ for University of Arkansas System), community colleges, infrastructure improvements, and public safety enhancements.

Declares an emergency clause with an effective date of July 1, 2015, to establish orderly financing and priority system for these projects using accumulated balances and reserve funds from the State Treasury.
