Appropriates $50,000 from the General Improvement Fund to the University of Arkansas for Medical Sciences for the UAMS Regional Program - South Central.

Funds may be used for personal services, maintenance and general operations, information technology equipment and software, research, and patient care and support expenses.

Authorizes the institution to accept and use grants, donations including Federal funds, and unobligated cash income to supplement State Treasury funds for project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective date of July 1, 2015, deemed essential to agency operations, with approval date of March 24, 2015.
