AR SB695

Creates a new certification and verification process requiring the Chancellor of the University of Arkansas at Pine Bluff to certify annually to the Chief Fiscal Officer the amount of required state match funding under the Agricultural College Act of 1890 that exceeds the university's general revenues.

Amends Arkansas Code § 23-113-604 to redirect privilege fees and permit/license fees, penalties, and fines collected under the Local Option Horse Racing and Greyhound Racing Electronic Games of Skill Act that exceed $44,800,000 in aggregate annually to a subfund for the University of Arkansas at Pine Bluff.

Requires the Department of Finance and Administration to annually transfer amounts from the subfund to the University of Arkansas at Pine Bluff Fund to make the required state match under federal land-grant university requirements.

Specifies that this funding is supplemental to, not in lieu of, any other funding used to make the required state match.

Declares an emergency clause, making the act effective upon gubernatorial approval (or other specified conditions), based on the necessity of providing essential state land-grant match funds.
